Here are the standards for Reading, Writing and Maths for the end of Key Stage 1. This is what children are graded against for the SATs testing. (Documents correct for 2018-2019)
In each document you will find the requirements for working towards the expected standard, working at the expected standard and working at greater depth. Children must meet every descriptor within the level to achieve it.
If children do not meet the working towards requirement they will either be working below the standard or pre-key stage. Children working towards these levels will have additional support in place.
